In March 2010, notice was provided that revised DND and CF parking policies would become effective 1 July 2010. Communiqués were sent via DWAN to all e-mail recipients in the National Capital Region (NCR) for parking facilities in the NCR. L1 Groups and Commands were also informed via e-mail. Outside the NCR, an AIG message from ADM (Fin CS)/DGCSS was sent on 29 March 2010 to base commanders and commanding officers and DND employees who act as managers of a defence establishment.
The initial plan called for amended DAODs to be approved and published by 1 July 2010. For a number of reasons, it will not be possible to do so. Further policy development is required to ensure that revised DND and CF parking policies reflect DND and CF requirements and take into account all parking related issues.
Consequently, DAOD 1004-0, Parking and DAOD 1004-1, Parking Administration are hereby suspended until amended DAODs are approved.
The following is provided as interim guidance on parking:
Definitions
- Employee parking
- Employee parking means parking made available at a defence establishment for the personal use of DND employees, CF members, non-public property employees and persons under contract with the DND and the CF.
- Limited Mobility
- Limited mobility means a physical incapacity affecting mobility that poses a risk to the health or safety of a person who walks more than 100 metres, as certified by a health care practitioner recognized by Health Canada or the health authority of a province or territory. The person requesting parking due to limited mobility must provide certification that this definition is met.
- Minimum Operational Requirement (MOR) .
- MOR parking means the parking required at a defence establishment for vehicles of:
- the Crown;
- visitors if there is no conveniently available municipal or commercial parking; and
- shift workers.
- Operational Requirement (OR)
- OR parking means the parking required at a defence establishment, in addition to MOR parking, to:
- meet operational and security requirements; and
- provide for the needs of persons with limited mobility.
Context
The DND and the CF are not required to provide parking to DND employees and CF members as a condition of employment or terms of service. For the purposes of commuting to work, it is the responsibility of DND employees, CF members, non-public property employees and persons under contract with the DND and the CF to obtain and pay for parking for their personal vehicles. This also applies to persons with disabilities within the scope of the DND policy on workplace accommodation (DAOD 5015-0).
Policy Statement
The DND and the CF are committed to:
- acquiring and administering parking in accordance with the principles of a prudent manager of program funds and a good steward of real property and immovables;
- establishing parking charges at fair market value and ensuring parking related benefits are administered in accordance with applicable income tax laws; and
- for facilities under the responsibility of the Real Property Branch of Public Works and Government Services Canada, acquiring and administering parking in accordance with its Custodial Parking Policy to meet MOR and OR requirements.
Policy Requirements
The DND and the CF shall:
- administer parking revenues in accordance with applicable Treasury Board policies;
- record and report taxable benefits in respect of parking in accordance with applicable income tax laws; and
- ensure DND employees, CF members and persons under contract with the DND and the CF who are allocated parking on defence establishments (as defined in section 2 of the National Defence Act), are made aware of and comply with Government Property Traffic Regulations.
Parking Charges
Employee parking shall be provided at fair market value unless otherwise authorized by the Deputy Minister. Where there is no fair market value, there will be no charge. Where the fair market value has not yet been determined, there will be no change to any current charges.
Assessment of fair market value
The assessment of fair market value must be obtained from the Chief Appraiser of Canada through their regional Public Works and Government Services Regional office.
Parking Administration
Until amended DAODs are published, Commandant Canadian Forces Support Unit Ottawa, base commanders, managers of defence establishments, and the Director Strategic Initiatives and Shared Support Services for non-custodial properties in the NCR, have full administrative control of employee parking facilities under their charge.
