Overview

Components and Sub-Components

Under the National Defence Act, the components of the Canadian Forces are the following:

Regulatory provisions relating to component and sub-component transfers are set out in section 1 of QR&O Chapter 10, Transfer, Attachment, Secondment and Loan.

Transfer between Components and Sub-Components

Serving CF members of any component have been recruited and enrolled in the CF. As a result, on transfer between components or sub-components, CF members do not normally require processing by the recruiting system. CF members transferring to the Regular Force or the Cadet Organizations Administration and Training Service may have to repeat some processing at a recruiting centre to comply with enrolment policies.

An officer who wishes to transfer as a non-commissioned member (NCM) to another component or sub-component shall apply in writing to resign their commission.

Administration

Transfer to Regular Force

A Primary Reserve member may apply for component transfer to the Regular Force through a Canadian Forces Recruiting Centre (CFRC).

Any transfer to the Regular Force of a Reserve Force member who is not a Canadian citizen requires the approval of the Commander, Canadian Forces Recruiting Group (CFRG).

CFRG shall provide Reserve units with specific direction with regard to component transfer procedures.

CFRG, in consultation with the appropriate Managing Authority (MA), conducts military occupation selection boards for officers and NCMs seeking component transfer.

CFRG determines terms of service and transfer entitlements for all selected applicants as follows:

Transfer to Reserve Force

A Regular Force member may apply for transfer to the Reserve Force.

The administrative organization must obtain approval from the appropriate transfer authority to complete the transfer.

The Reserve Force gaining sub-component is responsible for the selection process in accordance with standardized CF procedures. CFRG can assist as required. The CF member's relevant experience, skills, training and education shall be appropriately recognized.

Administrative organizations determine terms of service and transfer entitlements for selected applicants. Qualifying service and competencies shall be taken into account, and the appropriate rank level shall be granted, along with the incentive pay category, incentive credit, and time credit for promotion and seniority.
