Electronic Pay Statement Initiative

In Apr 06, the delivery method of Regular Force members’ pay statements will change from paper to electronic. All Regular Force members will be required to access their pay statement via the Employee Member Access Application (EMAA). This application provides the ability to view the pay statement or to have the statement delivered to an e-mail address of the member’s choosing. Further communication to members and pay offices will be provided by AIG or CANFORGEN messages. Pay information will continue to be delivered in a timely manner to CF members or their families in all circumstances.

When do I have to start electronic delivery of my pay statement?

This function is already in place via the Employee / Member Access Application (EMAA). All CF members have had access to electronic pay statements since 2004. At that time, it was highly recommended that CF members take advantage of this new facility and discontinue regular mailing. Starting 1 April 2006, regular mailing of pay statements will be discontinued and the majority of CF members will only receive their pay statement electronically.

Where am I able to access my electronic pay statement?

Electronic pay statements are viewable through EMAA. This application also offers the option of forwarding pay statements via e-mail.

What is EMAA?

EMAA provides civilian employees and military members, through the Defence Wide Area Network (DWAN), access to portions of their personal data that resides in the HRMS. For example, the MPRR, personal leave info, next of kin info, career information as well as pay statements are included and accessible to the member through EMAA. With direct access to their own information, employees and members are able to review their files at will, and report discrepancies and missing data.

How can I start receiving my pay statement by e-mail?

All pay statements are uploaded to the EMAA platform. You may have your pay statements e-mailed to you on an ad hoc basis or, as a more practical solution, have them forwarded to you automatically at an e-mail address of your choice. If you choose the latter, you will not have to log into EMAA to view your pay statement every pay period, as the system will automatically forward it to you. What are some of the advantages to electronic delivery of pay statements?

Electronic delivery allows more timely delivery of pay statements, as we are not reliant on outside agencies and standard mail delivery. Electronic pay statements are viewable approximately 7 days earlier than paper statements as a result of a faster mode of delivery. Everyone is able to view and/or receive two of them per month, whereas paper pay statements, in most instances, are issued only once per month. EMAA will retain up to six months worth of historical pay statements that are viewable and printable by you at any time, so you no longer have to wait if you require a reprint or wish to view an old pay statement. EMAA provides you with the options of saving your pay statement on your PC, printing a paper copy yourself, and forwarding your pay statement to a personal e-mail address.

Can I start e-mail delivery of my pay statement prior to 1 April 2006?

Certainly. You can start e-mail delivery of you pay statement anytime, preferably prior to 1 April 2006.

What format is used for electronic pay statements and will I be able to view/print them?

Electronic pay statements are in PDF format and are viewable and printable using Adobe Acrobat Reader software. For those who do not have this software, the product is available free. E-mailed pay statements include an internet link to download the free Adobe Acrobat Reader software.

The bottom of my electronic pay statement is annotated "Not a Certified Copy". How do I obtain a "Certified Copy" of my pay statement?

Your supporting pay office will be able to stamp and sign "certified copy" on a printout of your electronic pay statement.

I am a Reservist, how am I affected by this change?

Currently, EMAA does not handle pay statements for Reserve Force members paid through the RPSR system. These Reserve Force members will continue to receive pay statements from their supporting pay office. Class "C" members who are paid by the Central Computational Pay System (CCPS) will receive their pay statements electronically.

Has consideration been given to the possibility that in certain circumstances members may not have reasonable access to electronic statements?

Absolutely. Most CF members have ready access to EMAA through which electronic statements can be viewed and email forwarding established. Even ships at sea and deployed units have DWAN/EMAA access. More importantly, internet access is available to an even greater number of CF personnel, as it is perhaps the primary means of communication between deployed members and dependants. As well, most CF members have the means to communicate with a supporting pay office and that pay office can provide information on both upcoming and past pay and can produce a pay statement. As long as there is a single opportunity to access EMAA (pre-deployment) and periodic access to the internet, or a medium of communication to a pay office, a deployed member will be able to track the status of their pay account and communicate with respect to any pay problems that may occur. That said, there are certainly still circumstances where members will not have reasonable access to electronic statements. In these cases, the member will have the option to receive paper pay statements.

What are the procedures to follow for a member who requires a paper pay statement?

Supporting pay offices may identify, via pay note, members employed in circumstances where reasonable access to electronic statements is not available. With this pay note, the CCPS will reinstate paper pay statement production and mail delivery for the members concerned. If you are in this situation, for a long-term duration, you will have the option to receive paper pay statements for the duration of your exceptional situation. When the circumstances that are not conducive to electronic pay statement use cease to exist, the pay office will be required to cease production of paper pay statements. If your situation is of a short-term duration, local pay offices will have the capacity to produce paper pay statements for you.
